It would be nice to land https://github.com/bytecodealliance/wasi.dev/pull/28 and update the default mapping first, but not critical I think

This is part of the ongoing work for SIG-packaging and enables the new wasm-pkg-tools to fetch the wasi namespaced packages from ghcr.io.
