For those who have been wondering about the instability in tests for Jco PRs, it looks to be a regression due to the underlying change in windows-latest runners (moved from Windows Server 2022 to Windows Server 2025).

While the tests should pass on both 2022 and 2025, they don't -- for now I've reverted to 2022 and created an issue to document the problem and eventually pursue a fix.
