Anyone (@Kyle Brown) recall when/why we dropped the top log of the log-map-log sandwich?

I think it just didn't happen in time for Cloud Native Security conference and we agreed at the time that enough of what it provides overlaps with other guarantees that it wasn't a huge concern. I don't know if/what we decided to do in the long run.
