I've checked the PR link on the website as well as specification file in the implementation repo.
The former looks abandoned and the latter is empty.
Where does the work on the specification happens right now? I'm interested in design decision discussions and participating

Docs are quite sparse right now. You can find some specification info in the Open API doc and the protobufs. Beyond that we're mostly iterating on the design through PRs to the reference implementation. Formal specification is a goal but we haven't had the resources to dedicate to it.

Most of the design discussions are happening in meetings or in the GitHub discussions pages. You can find our meeting info and notes in the meetings repo
