Personally I think this is ok to do so because it doesn't adding any undue build dependencies and is still gated behing a runtime flag. IIRC our discussions a long time ago about WASI proposals gated building-by-default based on build requirements and enable-by-default based on the proposal's stage, although I could be misremembering as well.
