@brianjjones, I think the fix for this CI failure is relatively simple: in the ci/run-wasi-nn-example.sh script, I think the path needs to be /opt/intel/openvino_2021/bin/setupvars.sh--with the _2021 appended--for setting up the environment.

This change now relies on changes to the package openvino-rs, see https://github.com/intel/openvino-rs/pull/33. A new function is added to initialize the layout.
