We kind of concluded in today's wasmtime meeting that this would most likely be implemented at the wasmtime, rather than cranelift, layer. Should this be a Wasmtime meeting agenda item then?

Did re-ask @cfallin about this in private before posting this, and our conclusion was that the same set of people would hang out in both meetings. Plus, it being entirely in wasmtime or in cranelift might already be a design choice. But feel free to move to the following wasmtime meeting if you feel strongly about this!
