Hm ok after talking with @peterhuene it looks like the original rationale for #3245 was for compilation processes which are separated from actual execution processes where the compilation side of things doesn't allow userfaultfd for something like a sycall filter, but the execution side of things does allow it.

Thinking more about this while I think it may be possible to improve upon things it's somewhat more invasive than I originally intended, so I'm going to close this for now.
