The following program:

  (module (func $f (return) (try_table (catch_all 0))))

When compiled with:

  ./target/debug/wasmtime compile -C compiler=winch -W exceptions \
      try_table_unreachable.wat -o /dev/null

Returns: Invalid local offset

And when compiled with:

  ./target/debug/wasmtime compile -C compiler=winch -W exceptions,fuel=1000 \
      try_table_unreachable.wat -o /dev/null

Returns: Invalid fuel state

Note that the second error only happens with fuel and not with epoch.
