Ok well this has shattered my hopes and dreams a bit. I was originally going to propose that we adopt a new policy of "we build with the oldest linux distribution we can find that is still supported" which means that when something goes out of EOL we're able to upgrade to something else that's not EOL. For Ubuntu that's 22.04 but then we just had a flaky install failure on that. So now my assumption "surely non-EOL'd distros are more reliable" is probably false.

One possibility is switching to Debian distros maybe? Unsure if we'll have better luck with mirrors there.
