This has not been discussed in issue, but has been discussed with owner of WASI-NN and other bytecode alliance members. As these changes do not modify the spec or introduce additional functionality it is hopefully not a problem. This PR enables the use of WASI-NN in wasmtime consumers that require underlying classes to be send and/or sync, i.e Viceroy.

Reviewers should at least be @abrown. This PR does not contain test cases as the guarantees will be provided by upstream OpenVINO crate once it merges.
