This commit updates various data structures within a Component to reflect that OOM must be handled and then cascades the change throughout. This ensures that components can be deserialized while handling OOM and returning it to the caller.

Ah the error here is:

the trait `core::borrow::Borrow<std::string::String>` is not implemented for `wasmtime_internal_core::alloc::TryString`

So more just a String/TryString incompatibility
