Personally I'd probably say that this doesn't really need a note until after stabilization. The decision to enable-by-default without fuzzing isn't really mine alone to make, and until that's decided it's not quite accurate to say that fuzzing isn't required for this proposal. Rather I think the :x: correctly reflects how it doesn't currently have fuzzing, and we can keep it in the back of our heads for discussion when this comes up for enabling by default.
