As discussed on #14802, this adds a footnote to the Fuzzed column of implements saying fuzzing isn't required for it, instead of gating the proposal on fuzzing.

The implements and external-id attributes are metadata. The spec ignores them in type checking, and Wasmtime copies them into its type information and returns them from ComponentExtern, without them affecting compilation or execution. The code that interprets them (ComponentExtern::is_implements, the named_imports bindings from bindgen!, and the named WASI imports) is covered by tests.

The :cross_mark: stays, like the component model's :cross_mark: for Phase 4, since the proposal isn't actually fuzzed.
