This supports map.const values in component .wast tests, and uses that for the duplicate-keys test that #14834 dropped, as suggested there. A guest-returned map<u32, u32> with duplicate keys reaches the host with every entry in order, and a map with duplicate keys passed in as a parameter comes back unchanged.

map.const comes from bytecodealliance/wasm-tools#2784, which isn't released yet. Until it is, the last commit points the wasm-tools crates at that PR's branch so CI can build this. That commit gets dropped before this lands.
