Like lists, maps can be arbitrarily large and their contents come from the guest, so this only logs them when verbose_tracing is enabled. Previously a map was only elided if its key or value type contained a list, so e.g. map<u32, u32> arguments were logged in full.

This is based on #14834 so the change shows up in the map_tracing_async snapshot; only the last commit is new.
