Add a release-artifacts feature to test-programs-artifacts which builds the Rust test programs optimized instead of unoptimized, so benchmarks can use optimized guests.

Additionally exclude test-programs-artifacts from the CI jobs which use --workspace --all-features so they don't waste CI time building the release artifacts.
