Further testing of #14618 revealed that calling
cancel_guest_subtask_without_lowered_parameters while dropping a call_async future can be hazardous in various subtle ways and that it's safer to just replace the lower_params callback on the GuestTask with one that always traps.

Even better would be to allow the callback to return a special result that indicates the event loop should skip the call, clean up the task gracefully, and move on. However, we'll address that in a separate issue.
