Clear the may_leave flag is some locations where it was required and
missing. Namely when lowering results from a stream or future read,
or returning the string from error-context.debug-message.

This is done by moving the logic to clear the flag to within
LowerContext::realloc so that new builtins which result in lowerings
don't won't need to handle it.
