rvolosatovs opened PR #14707 from rvolosatovs:wasi-http-append-raw-size to bytecodealliance:main:

FieldMap::append_raw updated the tracked size before calling HeaderMap::try_append, so when the map was full the field was rejected with TooManyFields but its size stayed counted. Check the limit first and only commit the new size once the append succeeds.

Noticed while reviewing #14702, which will fix the analogous error in set
