Follow-up to #14620, per this review comment.

These tests built broken scheduler states by hand to exercise internal-error paths, which ties them to concurrent.rs internals that change often. They were mainly useful for checking the fix in #14620 against the unpatched paths. thread-wait-resume.wast is kept.
