• Build the wasmtime-cli package, notably the large tests/all binary, with no optimizations on emulated architectures in CI. This by default uses opt-level=2 to get emulation to be faster, but the amount of extra time spent compiling these tests is ~2 minutes more than the slowdown from running these unoptimized.

• Fix a test moving a fair amount of data to work better in Pulley with an unoptimized interpreter, shaving a few minutes off execution time on i686 testing.
