This changes the behavior of
-gonwasmtime serve/wasmtime runto print an explicit error when the particular build of Wasmtime did not include the binary blob. The current behavior is extremely confusing: the user sees a parse error when Wasmtime tries to load an empty string as the (debug adapter) Wasm component.Fixes #14528.
