This commit is an attempt to fix CI for 48.0.x [failing] and not being able to do a release right now. The problem is that the current logic to find the run ID to get artifacts from didn't load enough runs if enough CI ran between when it started and when it ended. The fix here is trying to do a bit more filtering server-side and make this particular step a bit more robust. I'll need to restart the 48.0.x release after this.
