Currently github actions dependencies aren't really updated ever unless something becomes urgent, and it seems best to probably update before a sense of urgency. This configuration worked well enough for wasm-tools although I'm opting to turn down the max PRs here to keep this somewhat quieter ideally. I expect a flurry of initial PRs and going through the queue as everything is first updated, and then hopefully this won't be too noisy but if it is we can always turn it off.
