wasmtime run accepts -Shttp-outgoing-body-chunk-size and -Shttp-outgoing-body-buffer-chunks but never applies them: Host::default() leaves the hooks at their defaults, while wasmtime serve assigns them. The #12748 refactor dropped the CLI-backed fields without updating this site. Covered by a CLI test.

buffer-chunks=0 still hits an assert, unchanged from serve.
