This PR is to prep wiggle for a release on crates.io. We will release 0.1.0, and subsequent releases will follow the version scheme & schedule of the rest of wasmtime (so, the version should jump to 0.13.0 when that release ships).

Enable testing for wiggle & its children, and wasi-common, in the test-all shell script.

Add lots of missing cargo metadata, licenses, readmes, and docs
