Ah, I wasn't sure how that was supposed to work with our "only current release" RELEASES.md -- so patch releases include the major they are on top of, makes sense. Thanks!

Ah, no, I think you're right: on the release-N.0.0 branch we keep all release notes for the major (see e.g. release-36.0.0) so I think prepending the patch-release notes is correct, as you noted. Thanks!
