Implement changes to consume-body as proposed in https://github.com/WebAssembly/wasi-http/pull/185 and discussed in https://github.com/WebAssembly/wasi-http/issues/176

Currently blocked on #11649, but it's already in the merge queue, so that dependency will be dropped soon

As discussed on Monday, this PR will only be merged once https://github.com/WebAssembly/wasi-http/pull/185 is merged and a new RC is cut

As discussed earlier today, we're waiting for a new wasip3 RC (cc @yoshuawuyts), which will be pulled in this PR, but other than that it is ready for review
