This moves code around to work around a limit on the maximal size of vendored source files in Mozilla central (a single must be < 100,000 bytes)
For context, that check is there to catch cases like “the complete works of Shakespeare are checked in as test files”, not to be an absolute limit; there are magic ways to override the check, which are appropriate to use in the case if you think the rearranging is unnecessary.

I'll actually land it; I expect rebasing shouldn't be very hard (+ you owe me one for last time :)), and this is the ultimate blocker for the Spidermonkey integration.
