For example, testing.md mentions test legalizer which I wasn't able to find in the current codebase. I also noticed that ir.md itself says it's likely outdated. I saw issue #4135 is open for updating these docs. Would it be appropriate for a newcomer to tackle a small piece of that, like updating testing.md?
